Training on Customs Valuation Report

Following the success of a recent dialogue held on 30th August 2017 (link here), EuroCham and the Department of Customs of Ho Chi Minh City partner again to organise a Workshop on Customs Valuation on 11th October, 2017 at Royal Hotel Saigon.

Supported by our partner EVBN, EuroCham aims to equip its members and partners, Vietnamese businesses, with key knowledge on the subject and facilitate a better and deeper understanding rules and methods for customs valuation applicable to imported – exported goods as well as updated regulation on value additions, deductions, copyright fee and license fee, etc.

The training gathered about 80 participants, majority was Executive and Middle Managers of Import and Export Department, Tax Department, Procurement Department and Staffs who are in charge of customs valuation along with representatives from EuroCham (Board Member – Ms. Maren Maischein, Executive Director – Ms. Almut Roessner, and Department of Customs of Ho Chi Minh City (Vice-Head of Department of Import and Export Tax – Mr. Nguyen Quoc Toan, Vice Head of Airport Sub-Department Mr. Tong Le Dan and Vice-Head of Express Sub-Department – Mr. Nguyen Minh Phuong).
Giving the opening remarks, EuroCham Board Member, Ms. Maren Maischein expressed her gratitude to the Department of Customs of Ho Chi Minh City for continuous accompanying business community and sharing the experience, this strongly demonstrates the spirit "“Business Community and Customs Agencies are reliable partner for development” and deepens the cooperation between the authorities and European business community

The training was conducted successfully with the very detailed presentation of the main trainer, Mr. Toan, and the interactive, open and direct Q&A Session with 16 questions sent and fully addressed by Mr. Toan, Ms. Tran Thi Mai Van from Airport Sub-Department and Ms. Nguyen Thi Thanh Xuan from Express Sub-Department. 

The questions part focused on corporate problems such as different customs valuation for the same gifts in Hanoi and Ho Chi Minh Express; duplication of license fees; declaring and calculating software taxes on containers, promotional items, discounts; rejection of the declared price by the customs, etc. EuroCham will follow up and request the Ho Chi Minh DOC to respond to the participants’ questions. There would be the basis for companies to work with other agencies in the future.

Second part of the training was filled with huge amount of questions showing the demand of companies wanting to learn more on Customs Valuation, HS Code and Rules of Origin.  HCMC DOC and EuroCham have come to the conclusion that EuroCham and HCMC DOC will further collaborate to organise a second training on Customs Valuation, HS Code and Rules of Origin for Member businesses in November/December.
