EuroCham Engages in Strategic Dialogue with Central Policy & Strategy Commission

On the morning of 23 April 2025 in Hanoi, EuroCham Vietnam participated in a high-level working session hosted by the Central Commission for Policy and Strategy, chaired by Mr. Trần Lưu Quang, Secretary of the Party Central Committee and Chairman of the Central Commission for Policy and Strategy. The event brought together representatives from foreign business associations and leading FDI enterprises in Vietnam to discuss policy priorities and strategic directions for the country’s future economic growth. 

Representing EuroCham, Mr. Bruno Jaspaert, Chairman of EuroCham Vietnam, and Ms. Van Nguyen, Head of EuroCham’s Hanoi Office and External Relations, joined esteemed leaders from the public and private sectors, including Mr. Vũ Đức Giang (VITAS), Mr. Olivier Langlet (Central Retail), Mr. Victor Ngo (UOB Vietnam), Ms. Hoàng Tri Mai (Airbus Vietnam), and Mr. Seck Yee Chung (SingCham). 

Speaking on behalf of EuroCham, Mr. Jaspaert provided strategic recommendations on three key pillars: 

  • Targeted FDI Strategy: Vietnam should define whether it seeks to attract the largest FDI volume or investors that generate the highest added value. He proposed encouraging foreign businesses to develop supply chains based on locally sourced materials to boost domestic value creation. 
  • Maximising FTAs and Digital Investment: With Vietnam having signed numerous Free Trade Agreements, Mr. Jaspaert urged more proactive use of these tools to enhance competitiveness. He also highlighted the importance of investing in data centres to support Vietnam’s digital transformation journey. 
  • Legal Clarity and Transparency: He emphasised the need for a more transparent and predictable legal environment to maintain investor confidence and foster long-term commitments. 

The dialogue also reflected growing concerns from foreign associations and FDI businesses over recent international trade disruptions – especially new US tariff policies – and their impact on global supply chains and Vietnamese exports. In response, Mr. Trần Lưu Quang summarised five strategic priorities to address these challenges: institutional and administrative reform, legal simplification, infrastructure investment, high-quality human resource development, and better business support mechanisms in response to evolving global trade conditions. 

This working session reaffirmed EuroCham’s ongoing commitment to policy dialogue and partnership with the Vietnamese government, as part of our mission to promote sustainable and competitive business conditions for European investors.
