Central Institute for Economic Management survey on exempting Category 2 Goods from specialised inspection

With the objective to facilitate favorable conditions for businesses and enhance the competitiveness of Vietnam’s economy, the Government has recently undertaken several initiatives. Among these is  the improvement of specialised management, aimed at reducing the percentage of products that must go through specialised inspection from approximately 35% to 15%. Excessive specialised management still represents a barrier to enterprises, thus motivating the intention of the Government to submit a proposal to exempt Category 2 goods from inspection.
 
Accordingly, the Government has assigned the Central Institute for Economic Management (CIEM) to conduct a survey among companies, in order to understand the impact on costs’ reduction that such a proposal could have.
The Government tentatively established the deadline for the results of this proposal by 27th July 2017 (today).
 
However, CIEM has asked for EuroCham’s complementing input and has requested that EuroCham members to provide their opinion. EuroCham and its members were thereby encouraged to promote the survey and give inputs throughout the remainder of July and the month of August. However, CIEM kindly requests EuroChams’ members opinions as soon as possible so they may be expressed clearly in their report on the matter, which drafting is already ongoing.

Thời gian qua, với mục tiêu tạo môi trường kinh doanh thuận lợi, nâng cao năng lực cạnh tranh của doanh nghiệp và nền kinh tế, Chính phủ đã đề ra nhiều nhiệm vụ, giải pháp, trong đó bao gồm cải cách hoạt động quản lý và kiểm tra chuyên ngành, giảm tỷ lệ hàng hóa nhập khẩu phải kiểm tra chuyên ngành từ 30-35% xuống còn 15%. Hiện nay hoạt động kiểm tra chuyên ngành vẫn đang là rào cản đối với doanh nghiệp, và một trong những đề xuất cải cách là cắt giảm Danh mục hàng hóa nhóm 2. Theo đó, Chính phủ, Thủ tướng Chính phủ yêu cầu Viện Nghiên cứu quản lý kinh tế Trung ương tính toán chi phí tiết kiệm được nếu cắt giảm danh mục này (Báo cáo trước ngày 27/7/2017).

Thực hiện yêu cầu được giao, Viện đã nghiên cứu công thức tính toán các chi phí liên quan. Tuy nhiên, để có dữ liệu đầu vào cho việc tính toán chi phí, kính đề nghị Hiệp hội và các doanh nghiệp hỗ trợ cung cấp một số thông tin trong Phiếu khảo sát nhanh (gửi kèm).
