Vietnam is the first country in Southeast Asia with a binding AI law. It took effect on 1 March 2026, it reaches foreign companies operating here, and the transition period runs to 2027. Most AI pilots still have not reached the P&L. Now regulation adds a cost and a liability that few business cases have accounted for. This is a strategic and economic question before it is a legal one, and it belongs on the leadership agenda.

This working session organized by EuroCham Vietnam covers three decisions that determine whether AI creates economic output or accumulates risk.

• Which AI initiatives to fund, now that regulatory load changes the picture. A method to rank initiatives by economic output and time to value.

• The real ROI of AI starts with the real cost base. Subsidised prices that will not hold. Compliance now adds cost and liability the business case has to carry.

• AI adoption creates operational, vendor and jurisdictional dependencies. Architect for control and an exit path. Sovereign by design.

    Damien Kopp is a Singapore-based advisor on AI strategy, governance, and technopolitics. He leads RebootUp, a boutique advisory practice serving CEOs, boards, and executive teams in regulated industries across Asia, the Middle East, and Europe. His work focuses on enterprise AI adoption, sovereignty by design, and digital resilience. Clients include Unilever International, UOB, Roche, KPMG, Toku, and Singtel/NCS. Previously, Damien was Head of Innovation at NCS (Singtel Group), leading a 100-person team scaling AI and robotics across Asia. Before that, he spent a decade at Accenture across three continents. Through KoncentriK, his independent research platform, he publishes on AI economics and technopolitics, including The Dependency Economy of AI, and co-authored an IEEE paper on Responsible AI Sovereignty with the Royal Military Academy Belgium and Open Universiteit Netherlands.
    Damien teaches AI strategy, governance, and the geopolitics of technology for executives at SMU Executive Development.
