Over the past year, Vietnam’s construction industry has undergone a remarkable transformation in both scope and scale, reflected in the launch of major infrastructure and urban development projects nationwide. Key institutional reforms in 2025 – notably the merger of the Ministry of Transport into the Ministry of Construction – signal a stronger push toward integrated planning, streamlined governance, and more coordinated project delivery.
In parallel, the newly promulgated Law on Construction, adopted in 2025 and taking effect on 1 July 2026, marks a significant milestone in the sector’s regulatory reform agenda. The Law introduces important updates aimed at enhancing transparency, improving administrative efficiency, and strengthening quality control and compliance mechanisms across construction activities.
Amid this transition, Vietnam’s commitment to sustainable development is increasingly reflected in the construction regulatory framework, with clearer criteria relating to green materials, energy efficiency, climate resilience, and sustainable construction techniques. These developments are reshaping how cities are planned and how high-rise buildings are designed, constructed, and operated.
In this context, the Construction Sector Committee (CSC) of EuroCham Vietnam, in cooperation with Council on Vertical Urbanism (CVU) is convening its signature Tall Building Forum to provide forward-looking insights into sustainable urban high-rise development. Building on the strong momentum and success of the 2024 edition, this year’s forum will explore key themes such as Transit-Oriented Development (TOD), sustainability in high-rise design, affordable housing, and integrated urban development strategies.
The programme will feature distinguished architects, urban planners, developers, and sustainability experts from Vietnam and abroad, creating a direct platform for policy dialogue, knowledge exchange, and professional networking. In addition to panel discussions and technical sessions, the forum will also include project showcases, where leading industry players present exemplary developments that demonstrate innovation in design, engineering excellence, and sustainable urban integration.
With a strong line-up of speakers and an expanded exhibition component, this year’s Tall Building Forum is expected to attract high-level participation from construction companies, developers, consultants, investors, and other stakeholders across the built-environment ecosystem.
Objectives:
• Position the Forum as a signature platform for the construction community to exchange best practices and industry updates.

Mark GillinFounder, Chairman, Managing Director, America Indochina Management Ltd. (AIM)Mark Gillin has been identifying, developing and investing in business opportunities in Vietnam since 1993.
He is a founder and chairman of America Indochina Management Ltd. (AIM). Founded in 1993, AIM is one of the oldest American-owned companies in Vietnam. It has built and invested in market-leading businesses in a variety of sectors covering construction, furniture, healthcare, education, ecommerce, and hospitality.
Mark is a founding member of AmCham Vietnam. He has served 12 years as Governor, including one year as Chairman, three as Vice Chairman and one as Secretary. He provided input for the US-VN Bi-lateral Trade Agreement; the WTO agreement and the Transpacific Partnership (TPP). Committee and was Co-Chair of the VBF Tax and Customs Working Group.
He served as non-executive board member of Navigos/Vietnamworks, AA Corporation, Japan Medical Corporation, and Indochina Assets Limited.
He graduated with honors from Duke University with a BA in Policy Studies.

Freek JansenVice Chairman of CSC - Dewan ArchitectsFreek Jansen is Branch Manager of Dewan Architects + Engineers for the Vietnam Studio and in charge of the Southeast Asian region. He holds a master’s degree in architecture from Technical University in Delft, Netherlands and has more than 12 years of experience in the Southeast Asia market in general.
With his extensive skills, knowledge, accumulated experiences and as Branch Manager, Freek Jansen has his role in developing and managing the team to bring constant quality to all Clients, as well as combining his international knowledge and local culture to strengthen the quality offerings.
Over the course of his career, Freek has overseen projects in various regions in Southeast Asia and his portfolio includes a diverse range of projects, with a notable knowledge in hospitality.
Next to the role in Dewan, He holds a Vice Chair position within the Construction Sector Committee of Eurocham Vietnam. The role of the Committee is to raise voices for a stable regulatory framework; promote best practices, enhance skills, and facilitate international standards, contributing to the sustainable development of the construction industry in Vietnam. With that, we prioritize advocacy work and strive to foster partnerships and relationships with the Vietnamese Government through government meetings, dialogues, and technical conferences. Within this Committee Freek is leading the events, to share and connect others with the Committee’s contributions in Vietnam.

Lois DelhomManaging Director of Delhom AcousticsLoïs Delhom is the Global Director of Delhom Acoustics, a French international consultancy with over 30 years of expertise in acoustic design.Nearly a decade ago, he played a key role in establishing Delhom’s presence in Vietnam—at a time when acoustics was still rarely considered in the design process. Experiencing firsthand the rapid urban development of cities like Ho Chi Minh City and Hanoi, he recognized early the growing need to integrate sound as a fundamental component of building quality and user well-being.
His perspective is shaped by a unique combination of environments—from the quiet landscapes of South-West France where he grew up, to some of the most dynamic cities in Asia. Over the years, he has worked closely with architects, developers, and public stakeholders across regions, contributing to projects where performance, design, and human experience must come together.
Today, his work focuses on promoting a more integrated approach to design—where acoustics is not treated as a constraint, but as a key element in creating comfortable, balanced, and livable environments. -

Liu PengDr. Liu Peng is an Arup Fellow and Director. He has worked in Arup’s mainland China, Hong Kong and UK offices for more than 20 years and now is based in Beijing as the office leader. He has broader and substantial experience in high-rise buildings, large-span structures, building renovation, resilience and sustainability design, and artificial intelligence applications in design. He has been responsible for many landmark projects in mainland China and Hong Kong. As a digital design expert, he leads the development of intelligent structural design software Ovabacus and PKPM-AID which significantly increase engineers’ delivery quality and efficiency.
Liu Peng’s expertise is highly recognized in the industry especially in China. He is the director of China Engineering and Consulting Association Structure div., the Architecture Society of China Building Structure div. and China Civil Engineering Society Structural Engineering div., and the expert committee member on low-carbon building and carbon-neutral building assessment of Chinese Society for Urban Studies. As an international expert he has participated in the drafting of several China national and industry standards which have significant impact in the industry.

She leads the firm’s operations and strategic development across its international offices, bringing a design-driven and highly operational approach to complex architectural projects.
Working across Europe and Asia, she leads complex mixed-use, residential, and institutional projects from concept to execution. Her approach is grounded in the belief that design excellence, technical rigor, and economic performance are not trade-offs, but fundamental drivers of project value.
Laurence has led major projects including the Punggol Waterway Terraces in Singapore and the Lex Mixed-Use Tower in Hanoi. She also led the winning proposal for the new headquarters of the International Organization for Migration in Geneva, currently in construction.

Richard Mark LeechDeputy Chief Executive Officer of Phu Long Real Estate CorporationRichard Mark Leech is currently the Deputy Chief Executive Officer of Phu Long Real Estate Corporation, a member of the Sovico Group, one of Vietnam’s leading private conglomerates with a diversified portfolio spanning finance, aviation, and hospitality, including HDBank, Vikki Bank, Galaxy Holdings, and Vietjet Air.
With over four decades of international experience, Richard is widely recognized as a seasoned real estate leader and a RICS-certified professional. He plays a pivotal role as a strategic international liaison, driving cross-border partnerships and supporting Phu Long’s ambition to elevate its developments to regional and global standards, with an increasing focus on sustainability, long-term value creation, and ESG integration.
Richard was a co-founder of CBRE’s operations in both Vietnam and Cambodia, contributing to the establishment of one of the region’s most influential real estate advisory platforms. His extensive advisory experience spans Southeast Asia, where he has worked closely with both local and international developers on large-scale mixed-use developments, investment strategies, and leasing and sales transactions.
He began his career in Johannesburg, South Africa, in commercial asset management, working with institutional investors to oversee and optimize real estate portfolios. In 2002, he transitioned into an advisory role with the Commonwealth Development Corporation (CDC), providing strategic guidance on property portfolios across Southern Africa.
Over the subsequent 16 years with CBRE, Richard held leadership and advisory roles across Thailand, Vietnam, Laos, Myanmar, and Cambodia, building deep market expertise and a strong regional network. His work has consistently focused on enhancing asset value, improving operational performance, and aligning real estate development with evolving market demands.
Richard joined Phu Long Real Estate Corporation in January 2021, where he continues to contribute to the company’s transformation towards delivering high-quality, sustainable urban developments that create lasting value for communities, investors, and the environment. -
Ha Vinh AnhCountry Manager at Turner International VietnamHa Vinh Anh is the Country Manager at Turner International Vietnam, bringing over 20 years of professional experience across a diverse range of sectors, including commercial, hospitality, high-rise, airport, healthcare, and infrastructure developments.
He has been involved in several of Turner’s high-rise projects in Vietnam, as well as international tall building projects in Indonesia and India. Vinh Anh is also recognised as a Turner Master Builder, reflecting his strong technical expertise and deep understanding of complex construction.
In his current role, Vinh Anh leads the overall strategy and operations of Turner in Vietnam. He oversees business development, project delivery, people management, and financial performance, while working closely with clients and project teams to ensure successful outcomes and long-term partnerships in the Vietnamese market.
Appointed Country Manager in 2020, following his tenure as Project Director, he has a proven track record of delivering complex projects and leading multidisciplinary teams. His strong technical foundation, combined with extensive leadership experience, enables him to guide projects seamlessly from planning through to completion. -
Fabian PiedrahitaDirector of Delhom Acoustics VietnamFabian Piedrahita is the Director of Delhom Acoustics Vietnam, where he leads the development of acoustic strategies across a wide range of projects in one of Southeast Asia’s fastest-growing
markets.
With a background in architectural acoustics and construction management, and experience spanning Latin America, Europe, and Southeast Asia, Fabian brings a global perspective to the way
sound is integrated into design. His work reflects a strong understanding of how cultural context, user expectations, and project ambitions shape the acoustic approach.
Over the past years in Vietnam, he has worked closely with architects, developers, and engineers on diverse projects—from workplaces and hospitality environments to large-scale developments—ensuring acoustics is considered early and meaningfully in the design process.
Known for his collaborative mindset, Fabian focuses on bridging technical expertise with design intent. His approach goes beyond compliance, positioning acoustics as a key contributor to comfort, performance, and the overall experience of a space.
Through his work, he actively contributes to raising awareness of acoustic design in Vietnam—supporting a shift toward more balanced, human-centered buildings. -
Tony NguyenFaçade Engineering DirectorTony Nguyen is a Façade Engineering Director with 18 years of international working experience (in United Kingdom, Switzerland, Australia, Vietnam and China). He has strong experience in façade and management small – to-large scale projects from concept design to completion of commercial, high-rise, offices, hospitality, medical and airports up to 1 billion USD.
He received Bachelor of Science in Civil Engineering (United Kingdom) and M.Sc. in Facade Engineering (United Kingdom). Tony has an extensive background in the design, selection and procurement of the building fabric. His understanding of fabric systems and their impact on the building form and performance provides a unique view of total engineered solutions. He has
particular expertise in the design and procurement of facades for tall buildings, and is knowledgeable in aspects of energy responsive and efficient facade design. This includes the selection and performance of glass in a range of applications, the use of multiple skin facade
concepts, and the development of facade integrated photovoltaic systems. Sunphol SorakulPartner at Foster and PartnersSunphol is currently in charge of Foster + Partners Bangkok Office. He joined the practice in 2004 and has worked on many large scale mixed use projects in the UAE, China, Thailand and Vietnam. Having lived in many countries, Sunphol has developed a range of understanding across various local cultures. His inspirations in architecture come from his passion in travelling, coupled with his interest in science and craftsmanship.
