On 29 June, EuroCham Vice-Chair Minh Nguyen attended the conference to announce the Master Plan for Hanoi Capital City with a 100-year vision and to promote investment in 2026. Hosted by the Hanoi People’s Committee, the conference welcomed senior leaders, including National Assembly Chairman Tran Thanh Man, Hanoi Party Secretary Tran Duc Thang, and Chairman of the Hanoi People’s Committee Vu Dai Thang.
Hanoi Capital City Master Plan with a 100-year vision
The Hanoi Capital City Master Plan with a 100-year vision is built on the foundation of Resolution No. 02 of the Politburo, the 2026 Law on the Capital City, and resolutions of the National Assembly. The plan identifies four strategic breakthroughs, including:
- Perfecting institutions and strengthening decentralisation;
- Developing science, technology and digital transformation;
- Developing a multi-layered transportation infrastructure system; and
- Restoring rivers according to a multi-functional integrated infrastructure model.
Along with this is the shift from a unipolar development mindset to a model of interconnected urban clusters, positioning Hanoi as the core of the Capital Region, forming 9 strategic growth poles, 9 large multi-functional centres, and 9 development driving axes.
276 investment projects announced to realise the vision

At the conference, Chairman of the Hanoi People’s Committee Vu Dai Thang stated that the city announced 276 investment projects across key sectors. Simultaneously, Hanoi granted investment policy approvals, investment registration certificates, and signed 50 Memorandum of Understanding (MOU) with many large domestic and international businesses.
Mr. Vu Dai Thang also shared that Hanoi remains committed to building a development-oriented administration that acts decisively, works closely with investors and delivers effective public services.
What does this mean for businesses and investors?

National Assembly Chairman H.E. Tran Thanh Man encouraged both domestic and international businesses and investors to continue placing their confidence in Vietnam and Hanoi. The country and city welcome long-term partnerships and responsible investment that respect the rule of law and aligning corporate interests with those of the nation and the sustainable development of the capital.
With administrative reform, technological transformation, modern transportation & infrastructure, and sustainability at the core of Hanoi’s 100-year vision, the city’s business and investment environment promises to become one of the most competitive in the country and region.
EuroCham Vietnam welcomes Hanoi’s historic City Master Plan and the city’s continuous initiatives to improve the business and investment landscape. We are committed to support Hanoi’s and Vietnam’s sustainable development through constructive dialogue, evidence-based advocacy, and close collaboration with our members and government partners.
