EuroCham Whitebook Dialogue Week 2026 Day 1: MPS, MOC, and MOCST

On 20 May, EuroCham Vietnam officially kicked off our flagship Whitebook Dialogue Week 2026 in Hanoi. For the first time, we have transformed our annual Whitebook publication into a full week of high-level discussions, bringing our members’ voices to newly elected ministerial leaders for the 2026-2031 term. Here are the highlights from today’s sessions. 

Cybersecurity & Market Integrity @ Ministry of Public Security  

Hosting the meeting were Colonel Hoang Tam Hieu (DDG of Dept. of Drug and Crime Prevention) and Lieutenant Colonel Trieu Manh Tung (DDG of Dept. of Cyber Security and High-Tech Crime Prevention). EuroCham’s delegation was led by Vice-Chair Jean-Jacques Bouflet and joined by our Digital, Medical Devices & Diagnostics, and Wine & Spirit Sector Committees (SCs). The dialogue unlocked positive outcomes for cybersecurity compliance and cross-ministerial licensing reforms for medical precursors.  

The MPS leaderships reaffirmed that while their core mission is safeguarding national security, recent regulatory decrees are designed to protect, not obstruct, on-the-ground business operations. Moving forward, the MPS explicitly welcomed EuroCham’s feedback to optimise procedural implementations, paving the way for a stronger framework that balances regulatory integrity with business expansion and new European investment projects

Sustainable Infrastructure & Connectivity @ Ministry of Construction  

Hosted by Vice Minister Nguyen Xuan Sang, EuroCham’s  delegation was led by Chairman Bruno Jaspaert, Vice-Chair Rita Mokbel, and Board Member Simonetta Di Domenico. Alongside our Construction, Green Growth, Legal, Mobility, and Transportation & Logistics SCs, the session delivered concrete outcomes across Eurocodes harmonisation, green port & “sponge city” master planning, foreign real estate rights & construction permits streamlining, low-emission vehicle standards, and Free Trade Zone (FTZ) frameworks. 

To translate these priorities into impact, the MOC and EuroCham established a robust cooperation roadmap. Both sides agreed to co-host two upcoming seminars focused on master planning for “sponge cities” to prevent urban flooding and on sustainable coastal city development. Furthermore, the MOC will continue sharing draft regulations for EuroCham’s direct feedback, promising prompt regulatory adjustments for issues within their authority and active inter-ministerial routing for broader matters. Highlighting this shared vision, the Vice Minister departs for Europe tonight to explore advanced port development, setting the stage for even deeper partnership on his return.

Tourism, IPR, and Consumer Trust @ Ministry of Culture, Sports & Tourism  

Hosted by Vice Minister Ho An Phong, the EuroCham delegation was led by Vice-Chairs Minh Nguyen & Jean-Jacques Bouflet. Together with our Cultural, Sport & Tourism, Intellectual Property Rights , Cosmetics, and Wine & Spirits SCs, the session yielded updates on EU-wide visa exemptions, sustainable and medical tourism expansion, digital copyrights protection, advertising & livestream guidelines for the cosmetics sector, and promoting food & alcoholic beverages as drivers for food tourism.  

With open feedbacks from Dept. of Broadcasting, National Authority of Tourism, and Copyrights Office, the conversation covered critical changes to Law 131 on Intellectual Property, Law 75 on Advertising, Law 134 on AI usage, Decree 342 on digital contents regulations, and many more. Crucially, MoCST noted that Vietnam now exempts visas for 19 out of 27 EU countries, while actively planning a joint strategic initiative with Ministry of Health to build specialised tourism packages featuring traditional medicine to boost medical and wellness travel trends. Vice Minister Phong concluded by praising the session as their most open and constructive technical dialogue yet, setting strong foundation for future collaboration.
