On 16 July, EuroCham’s Mobility Sector Committee (MSC), together with the Vietnam Association Motorcycle Manufacturers (VAMM) and other industry representatives, met with the Ministry of Construction (MOC) to discuss industry concerns regarding the implementation of the new regulations on technology transfer for motorcycle manufacturing (Decree 101). Hosting the meeting was Vice Minister of Construction Le Anh Tuan, and EuroCham was represented by Mobility Sector Committee member Ms. Dai Kha Quynh.
EuroCham Mobility Sector Committee’s recommendation
During the meeting, the delegation highlighted the potential impact of the Decree on manufacturers, particularly the restrictions affecting EURO 3 and EURO 4 motorcycle technologies. Mobility Sector Committee reiterated its key recommendations, including:
- Excluding technologies used for export-oriented motorcycle production from the technology transfer restrictions;
- Removing EURO 4 motorcycle manufacturing technology from the list of technologies subject to transfer restrictions;
- Introducing interim guidance to facilitate the registration and extension of existing technologies while amendments to the Decree are being considered.
Next steps
The meeting provided an important opportunity to present the industry’s concerns directly to senior government officials, including the Vice Minister of Construction. Representatives from the Ministry of Industry and Trade (MOIT) and the Vietnam Register (VR) also expressed support for reviewing the current provisions, noting that motorcycle manufacturers are already subject to comprehensive product quality and environmental regulations.
Following the meeting, the Deputy Prime Minister assigned the Ministry of Construction to consolidate feedback from relevant ministries, enterprises, and industry associations, and submit recommendations and proposed solutions by 25 July 2026.
