EuroCham attended the Workshop "Evaluation Framework for Business regulation reforms and Data Analysis solutions"

As a member of the Advisory Council, EuroCham represented by Vice Chairman Nguyen Hai Minh attended the Workshop: Evaluation Framework for Business Regulation Reforms and Data Analysis Solutions on 26th July 2022 hosted by Administrative Procedures Control Agency (APCA)/ OOG.

 

At the workshop, Mr. Ngo Hai Phan, Director General of APCA, gave a summary of results of the program to reduce and simplify regulations in relation to business operation first half of 2022. APCA was authorised by the Government under Resolution 68/NQ-CP dated 12 May 2020 and Resolution 76/NQ-Cp dated 15 Jul 2021 to complete the Database on regulations related to business activities and the national consultation portal promulgating the Program to reduce and simplify regulations related to business activities business period 2020 – 2025. Since then, APCA has coordinated with all related Ministries and agencies as well as private sectors such as foreign representatives (namely EuroCham) to evaluate and propose such revision. Up till now, there are: 1.101 business conditions that have been waived, 641 regulations that have been reduced and simplified, and 3.675 public services have been integrated and provided on National public service portal.

 

National Consultation Portal was built as an sufficient tools for residence, enterprises to search, explore and contribute to the reforms of regulations. EuroCham has been given an account with access to not only the data base but also to use as a channel for recommendations to the Government. This portal has been designed to provide transparent evaluation and assessment of each government office/ agency by number of interactions and related ranking scales. APCA would like to work closely with EuroCham to coordinate with other BAs in order to take full advantages of the portal.

 

APCA also cooperates with USAID on technical assistance project: USAID Linkage for Small and Medium Enterprises (LinkSME) which aimed to contribute to systemic changes in the business environment by insitutionalising regulatory, and administrative procedure reforms. Through this project, several recommendations and good experiences from international practice have been taken into account, which supports the evaluation framework and the design of national consultation portal.
