EuroCham launches 2026 Whitebook: Positioning Vietnam for the next wave of European investments

[Hanoi, 24 March 2026] As multi-billion-euro investment commitments take centre stage at the EU-Vietnam Global Gateway Business and Investment Forum, the European Chamber of Commerce in Vietnam (EuroCham) has officially launched the 17th edition of its Whitebook. This flagship publication serves as a timely and strategic instrument to support the effective and sustainable deployment of these landmark investments. 

This morning, the Whitebook has been formally presented to H.E. Tran Quoc Phuong, Vice Minister of Finance, in the presence of H.E Ho Duc Phoc, Deputy Prime Minister of Vietnam and H.E. Jozef Síkela, European Commissioner for International Partnerships. The 2026 edition, titled “Reform & Uplift: A New Era for Vietnam in the Global Economy”, offers a structured set of policy recommendations rooted in business realities. These insights are designed to complement the Government’s ongoing reform efforts in reinforcing the transparent, predictable, and efficient regulatory environment required to translate investment commitments into tangible socio-economic outcomes.

Securing the Next Generation of Capital 

Global competitiveness is no longer driven by cost alone. Today’s investors increasingly prioritise regulatory clarity, administrative efficiency, and ESG compliance. As Vietnam attracts more strategic capital flows, the challenge is shifting from the pursuit of growth towards a development model that is sustainable, predictable and efficiently implemented. 

Drawing on the collective expertise of EuroCham’s 20 Sector Committees, the 2026 Whitebook provides an essential roadmap to ensure Vietnam captures this momentum. With massive European capital poised to accelerate the nation’s infrastructure, energy transition, and digital backbone, the focus has decisively shifted from intent to execution. The Whitebook directly addresses the operational bottlenecks that could stall these mega-projects, advocating for the transparent, predictable frameworks required to deploy capital at scale across all provinces. 

“We are entering a high-stakes global environment where investment follows clarity, consistency, and trust,” emphasised EuroCham Chairman Bruno Jaspaert. “Vietnam has made bold strides in infrastructure and administrative reform. The next step is consistent implementation. The 2026 Whitebook is our compass to ensuring these multi-billion-euro commitments translate into on-the-ground reality, securing Vietnam’s position in the global value chains.” 

The “Must-Win Battles”  

The Whitebook is not theoretical. It is a tool designed to deliver measurable impacts. A central pillar of this effort has been the “Must-Win Battles” initiative, targeting reforms capable of delivering immediate, tangible impact.  

Over the past year, through consistent and constructive engagement with Government bodies, 10 policy recommendations have been fully adopted, 7 partially adopted, and 22 remain in active progress.  

These are not abstract outcomes. They have directly enhanced operational agility through more accessible visa policies, streamlined work permit procedures, and more efficient on-the-spot import/export mechanisms. Together, these “wins” demonstrate the power of practical, solutions-oriented dialogue between EuroCham and the Government. 

Beyond the Publication 

This year marks a fresh chapter as we transition from publication to participation. EuroCham is excited to announce the Whitebook Dialogue Week: a week of dedicated, industry-specific dialogues with Vietnamese Government counterparts across relevant Ministries. These discussions will be a chance to deep-dive into the on-the-ground reality of our 1,400 member companies through our 20 Sector Committees. We aim to transform the Whitebook from a static document into a living bridge of expertise, supporting the Government’s vision with practical, collaborative solutions.  

“Transformative reform is complex and demands time,” Chairman Jaspaert noted. “But our practical partnership with the Vietnamese government is working. The momentum we see today is not by chance. It is the direct result of shared ambition and consistent engagement. Vietnam has all the ingredients to succeed in this next chapter: strategic location, strong fundamentals, and a clear vision for growth. Our role is to help ensure that the frameworks keep pace with that ambition. Because when the environment is right, investment does not hesitate. Rather, it accelerates.”  

As Vietnam advances its green transition and institutional maturation, the 2026 Whitebook stands as the essential bridge between policy ambition and private sector execution, ensuring the country’s new era is defined by resilience, compliance, and global competitiveness.
