EuroCham Training & Dialogue with Ho Chi Minh City Customs Department Recap

On 27 September 2024, EuroCham hosted a pivotal Training and Dialogue session with the Ho Chi Minh City Customs Department at the Caravelle Hotel Saigon. The event, moderated by EuroCham Vice-Chairman Nguyen Hai Minh, brought together business leaders and customs officials to discuss critical topics surrounding import-export regulations, customs procedures, and the impact of new regulations on businesses.

The dialogue aimed to foster transparency, streamline customs processes, and address the challenges businesses face when navigating Vietnam’s regulatory landscape. In his opening remarks, EuroCham Vice-Chairman Jean-Jacques Bouflet stressed the importance of collaboration between customs authorities and the business community to ensure smooth import-export operations. As Chairman of EuroCham’s Transportation and Logistics Sector Committee, Mr. Juergen highlighted the need for closer collaboration between Ho Chi Minh City Customs Department and EuroCham members. He proposed regular dialogue to address concerns, improve compliance and streamline procedures, thereby optimizing trade efficiency and business operations. Mr. Hoang Huu Truong, Head of the Import-Export Tax Department, highlighted efforts to digitise customs procedures, reduce business risks, and combat commercial fraud.

Key topics discussed during the event included the complexities surrounding product origin documentation, HS code classification, and the ongoing issues with transfer pricing. Panel discussions led by HCMC Customs representatives touched on the frequent misunderstandings in product origin declarations, advocating for more clarity and collaboration between businesses and customs officials.

Additionally, the discussion on electronic Certification of Origin (C.O.) for EU exports explored potential solutions to reduce the bureaucratic burden on businesses. The event also featured an in-depth training session led by Truong Thanh Xuan, Deputy Head of the Import-Export Tax Department, focusing on HS code determination, tax enforcement, and customs consultations.

In conclusion, both EuroCham and the HCMC Customs Department reaffirmed their commitment to continuous dialogue and improving customs procedures to support Vietnam’s business community. EuroCham will continue working closely with customs authorities and its members to address ongoing challenges and foster collaboration for a more efficient import-export process.
