EuroCham Whitebook Dialogue Week 2026 Last Day: Driving Sustainable Trade at the MOIT

Today, 26 May, EuroCham Vietnam concluded our flagship Whitebook Dialogue Week 2026 with a productive hybrid meeting, held both in Hanoi and online, with the Ministry of Industry and Trade (MOIT). Representing the Ministry was Ms. Nguyen Thao Hien, Deputy Director General of the Department of Foreign Markets Development.  

Leading the EuroCham delegation was Vice-Chair Jean-Jacques Bouflet, alongside Board Member Simonetta Di Domenico and other European business leaders. Together with our Green Growth, Transportation & Logistics, Mobility, Nutritional Foods Group, Cosmetics, Wine & Spirits, and Legal Sector Committees, the session delivered strong alignment on EVFTA implementation, trade facilitation, and green transition. The discussions focused on clarifying rules of origin (ROO) and certificate of origin (C/O) procedures, as well as streamlining automotive import procedures and homologation. 

Energy infrastructure was also highlighted, particularly the renewable energy investment framework, Direct Power Purchase Agreement (DPPA) implementation, and the bankability of Power Purchase Agreements (PPAs). The meeting also addressed cross-cutting regulatory issues previously discussed with the Ministry of Public Security, Ministry of Construction, and the Ministry of Culture, Sports & Tourism. These included enforcement against the illicit alcohol trade, automotive components import, alongside e-commerce legal framework, platform governance rules, and cross-border digital trade regulations to secure advertising compliance. 

From MOIT side, leadership from relevant departments provided updates on draft revised laws are undergoing inter-ministerial review and expected to take effect within 2026. MOIT warmly welcomed EuroCham’s detailed, structured feedback, noting that they frequently review and publicly acknowledge our recommendations on their official platforms.
