Keith DotenDirector, Deals Strategy at PwC Vietnam
Keith has over 10 years experience in the power, finance, and professional service sectors. He has worked in several Market Assessment, Market Entry, and Commercial Due Diligence projects for clients in retail, finance, power, manufacturing, logistics, agriculture, and ICT sectors. Keith is originally from Minnesota in the United States, and brings a diverse array of experience in East and Southeast Asia with him to PwC. He has worked and studied in the Philippines, China, and Vietnam.

Frank DebetsManaging Partner at PwC Singapore
Frank is the Asia Pacific Custom and Trade Leader for PwC Singapore. He is the subject matter project and client relationship leader for large MNCs, both globally and in the Asia-Pacific region. On top of his managing and coordinating role, Frank advises companies on all aspects of the cross-border movement of products, from a tax regulatory as well as logistics perspective.
Frank has worked with many major multinationals to analyze and improve their trade risk management profile and maximize benefits from trade regulatory opportunities. His background is in supply chain management, and he combines in his customs and trade work logistical considerations as well as tax and transfer pricing regulations. His focus is on customs valuation, preferential trading rules and export controls.
Frank is the editor of PwC’s bimonthly “Trade Intelligence – Asia” publication. He chairs the Custom and Trade Committee of the EU-ASEAN Business Council and is an FTA Advisor for IE Singapore. Frank previously chaired EuroCham’s Regional Trade Committee and was an invited member of Singapore’s Customs Advisory Council.
Frank joined Price Waterhouse in the London, UK Office in 1994, and transferred to the Asia-Pacific region in 1999. He has been the representative of PwC’s global network of trade and customs consultants in the Indirect Taxes Strategy Council since 2015.
Frank received a Masters Degree in Econometrics (Operations Management) from the Erasmus University in Rotterdam, Netherlands, as well as a diploma in Systems Analysis from Hull University, UK. He is a member of the UK Institute of Export. Frank started his professional career as a Research Associate at INSEAD business school in Fontainebleau -
Pham Van VinhDirector, Customs & International Trade at PwC Vietmam
Vinh has provided comprehensive tax advice on Vietnamese customs matters to multinational companies in various industries, such as trading, industrial manufacturing, telecommunications and automated technology. He has extensive experience in providing customs duty petition assistance with respect to HS code classification, customs valuation, and duty incentive claims. He has conducted customs compliance reviews for numerous companies in Vietnam.
Vinh has worked with all different levels of customs, tax and relevant government agencies in Vietnam, including the. Ministry of Finance, General Department of Customs (GDC) and General Department of Taxation (GDT). He also has rich experience working with tax and customs offices, tax professionals and clients in other countries.
He has been involved in providing comments on draft Vietnamese customs and tax regulations according to the requirements of the Ministry of Finance and the GDC, and the GDT in relation to customs valuation, HS code classification, customs management procedures, corporate tax and value-added tax.
