To much anticipation, the Vietnamese government issued Decree 13/2023 on personal data protection (PDP Decree) on 17 April 2023. With the PDP Decree to take effect this coming 1 July, the countdown is now on!
EuroCham and its Digital Sector Committee invites you to join us in this upcoming webinar to understand how businesses and organizations can bring themselves into full legal compliance with this very important piece of legislation, which is Vietnam’s first consolidated set of data protection regulations. Our panel of experts will provide an overview of the PDP Decree, discuss its key provisions, and offer insights on issues relating to, among others, application scope, consent, new definitions (e.g., sensitive data, data controller, data processors), personal data processing principles, data subject rights, and cross border data transfer.

Eunjung HanVice-chair of EuroCham Digital SC, Consultant/Registered Foreign Lawyer at Rouse Legal Vietnam
Eunjung is a US lawyer licensed in the State of New York and registered in Vietnam as a foreign lawyer with the Ministry of Justice. She works closely with her clients in navigating the Vietnamese market and has advised multinationals and start-ups on a broad range of issues.
Eunjung’s practice covers matters involving information technology, telecommunications, data privacy, cybersecurity, fintech, commercial transactions, and e-commerce. She has advised leading multinational companies on data privacy, including review/drafting of privacy policies, provision of privacy gap analysis, drafting of internal handbooks/manuals, and advice on data breaches, banking secrecy, and compliance programs. With respect to e-commerce, she has advised, among others, major social media platforms, multinational consumer goods companies, and international luxury goods holding companies on the local regulatory landscape. Eunjung has experience in general healthcare and product registration advisory matters as well.
Eunjung is also actively involved in advocacy work having coordinated with clients and business associations to advise the Vietnamese Government on legal reform including providing comments and suggestions on the Law on Cybersecurity, Draft Data Protection Decree, Draft Amending Law on E-Transactions and draft decrees relating to fintech and OTT services. Currently serving her second term as Vice Chair of EuroCham Vietnam’s Digital Sector Committee, she is invited regularly to speak at events organised by the Ministry of Public Security, Ministry of Information Communications, and other government offices.
Prior to joining Rouse, Eunjung was an associate at another leading international law firm.

Yen VuPrincipal/Vietnam Country Manager of Rouse Legal Vietnam
Yen has over 17 years of experience in intellectual property. Her specialty in contentious and non-contentious IP matters has a focus on enforcement, protection, and commercialization of trademarks, patents, copyright, and domain names. Her expertise in IP stretches across multiple regions including Vietnam, Laos, and Cambodia. She also has extensive experience in advising clients in data protection and data privacy in Vietnam. Yen has worked with the Digital Committee of the European Chamber of Commerce in Vietnam to contribute comments to the Ministry of Public Security on the draft decree of personal data protection. She also speaks at workshops on data protection and digital transformation in Vietnam and SEA organized by the World Economic Forum and Lexology.
Yen advises leading multinational companies on optimizing their IP portfolios in Vietnam and has extensive experience in enforcing their rights in trademark appeals/oppositions, trademark litigation, patent disputes as well as domain name disputes at WIPO Arbitration Centre.
She also handles dealing with media and entertainment law, licensing and franchising, trade secrets, and employment law in relation to intellectual property.
Yen has notable publications in AsiaLaw & Practice, World Trademark Review, Vietnam Investment Review and Privacy Laws & Business. She has also co-authored the book “International Copyright Law” published by Globe Law and Business.
