2025 Economic Outlook

17 Jan: Shaping the Future: Economic Outlook 2025 and Implications for Businesses 

EuroCham opened the year with our signature Business Luncheon – now a year-round platform for in-depth yet highly accessible business insights. This Economic Outlook discussion unpacked Vietnam’s growth ambitions for 2025, global economic trends, and the country’s regional competitiveness, translating complexity into clear, business-ready strategies. Contributions from CIEM, ADB, KPMG, EuroCham Vice-Chair Mr Minh Nguyen, Board Member Ms Tri-Mai Hoang, and co-host BritCham enriched the exchange. With strong engagement from over 60 participants, the luncheon reaffirmed EuroCham’s role in delivering expert insights in digestible formats, supporting European businesses navigating Vietnam’s evolving economic landscape. Vietnam's Restructured Political System

27 Feb: Early Insights on Vietnam’s Restructured Political System  

Throughout 2025, EuroCham has hosted multiple complimentary webinars to give our members timely insights on Vietnam’s administrative changes. Opening the series was our Special Briefing on Vietnam’s Restructured Political System on 27 February. Ms. Van Nguyen, EuroCham’s Head of Hanoi Office cum External Relations Manager guided our participants through this historic change in Vietnam’s political structure – from the Central Party Committee to the National Assembly and Government. The webinar also discussed the impacts that political restructuring may have on the public and private sectors to support business planning.

Dialogue with the Prime Minister, Annual General Meeting, and annual Brussels Mission

2 Mar: High-level Dialogue with Prime Minister Pham Minh Chinh 

EuroCham Vietnam reaffirmed its role as a key bridge between European businesses and the Vietnamese government during a high-level dialogue with Prime Minister Phạm Minh Chính, Deputy Prime Ministers, government ministers, provincial leaders, and European diplomatic missions on 2 March 2025. EuroCham Chairman Bruno Jaspaert led a delegation of senior executives from leading European businesses across industries. Discussions focused on regulatory clarity, investment incentives, and Vietnam’s long-term economic competitiveness, with the Prime Minister instructing relevant ministries and authorities to amend on-the-spot import-export regulations, along with alleviating many other administrative burdens in response to business concerns. 20 Mar: EuroCham’s Annual General Meeting 

On 20 March 2025, EuroCham Vietnam hosted our Annual General Meeting (AGM), bringing together hundreds of members in Hanoi and Ho Chi Minh City to reflect on a year of achievements and elect its 17-member Board of Directors for the year ahead.  At the AGM, our members voted to approve key items, including our:

  • and new Board Members

24 – 26 Mar: Annual Brussels Mission 

EuroCham’s annual mission to Brussels was a milestone in advancing key advocacy topics and deepening ties with EU leaders, paving the way for stronger EU-Vietnam trade relations. This year, over three impactful days, the EuroCham delegation, led by EuroCham Vietnam Chairman Bruno Jaspaert and accompanied by EU Ambassador to Vietnam H.E. Julien Guerrier, engaged in high-level discussions with EU Commission officials and Vietnamese representatives in the EU. Key topics included EVFTA implementation, renewable energy, Vietnam’s investment landscape, digital initiatives, and disaster recovery aid. Whitebook and Tariffs Briefing, Dialogue with Customs department, Meeting Central Policy & Strategy Commission

11 Apr: EuroCham’s Whitebook Launch: Must-win Battles for 2025 

On 11 April in Hanoi, EuroCham Vietnam launched its 16th Whitebook – the Chamber’s flagship publication featuring in-depth policy recommendations from its 19 Sector Committees. Arriving at a time of heightened global uncertainty, this Whitebook edition introduces our “Must-Win Battles” – urgent policy priorities aimed at enhancing Vietnam’s resilience and competitive edge. Titled “Administrative Procedure Reform & Dual Transformation, Realising a Sustainable & Green Economy”, our 16th Whitebook serves as a roadmap for sustainable economic growth in a fast-changing environment. 11 Apr: Special Briefing on U.S. Reciprocal Tariffs 

Continuing our special briefing series was our timely session to address growing concerns on U.S. reciprocal tariffs on Vietnamese exports on 11 April. The briefing featured an outstanding panel with H.E. Mr. Julien Guerrier – EU Ambassador to Vietnam, Mr. Bruno Jaspaert – Chairman, EuroCham Vietnam, Mr. Hien Nguyen Luong – Partner, PwC Vietnam, and Mr. Tung Nguyen – Senior Associate, BakerHostetler. Moderating the session was Ms. Tri Mai Hoang – EuroCham Board Member. Throughout the briefing, attendees gained insights into the implications of the proposed 46% tariff and discussed how businesses, both European and Vietnamese, can prepare during the critical 90-day consultation window. 17 Apr: On-the-spot dialogue with Customs Department 

On 17 April 2025, Vietnam’s Department of Customs under the Ministry of Finance hosted a consultation meeting in Hanoi to gather feedback on proposed legal reforms related to on-the-spot import-export regulations. The session was chaired by Mr. Au Anh Tuan, Deputy Director of the Department of Customs. EuroCham’s Vice-Chair Nguyen Hai Minh shared recommendations on the definition of on-the-spot import & export, retroactive application of regulations, and discriminatory treatment between trade forms. EuroCham’s participation reflects our efforts to advocate for the retention of On-the-spot Import & Export – a 2025 Must Win Battle for our Transportation & Logistics Sector Committee. 23 Apr: Strategic Dialogue with Central Policy & Strategy Commission 

On 23 April 2025, EuroCham Vietnam joined a high-level working session between the Central Commission for Policy & Strategy and the Delegations of Foreign Associations & FDI Enterprises. The session was hosted by Mr. Trần Lưu Quang, Secretary of the Party Central Committee and Chairman of the Central Commission for Policy and Strategy. Representing EuroCham, Chairman Bruno Jaspaert provided strategic recommendations on three key pillars: targeted FDI strategy, maximising FTAs & digital investment, and enhancing legal clarity and transparency. The session was a platform for the government and businesses to discuss policy priorities and strategic directions for the country’s future economic growth. Read more HERE

Field Trip to Da Nang, Work Permit Dialogue with MOHA, & Launch of Integrated Membership Platform

12 May: Extending our Presence in Central Vietnam: Field Trip to Da Nang 

On 12 May 2025, EuroCham organised a high-level field trip to Da Nang. EuroCham delegation engaged in a high-level dialogue with representatives from Da Nang’s authorities, led by Ms. Nguyen Thi Anh Thi – Vice-Chairwoman of Da Nang People’s Committee on the city’s investment landscape and the opportunities emerging from the administrative merger with Quang Nam province. Following the government dialogue, Mr. Mario Mendis – EuroCham’s Chief Delegate in Central Vietnam moderated a panel discussion on the latest strategic developments in the region (Lien Chieu port, tech-city outlook, MICE growth, market dynamics, etc.). The day concluded with a networking session, allowing participants to exchange ideas and build new partnerships in the Central Vietnam region. Read more HERE.  

16 May: Work Permit Regulations: Constructive Dialogue Between MOHA and the Business Community 

On 16 May, EuroCham and KoCham co-organised a special conference with representatives from the Ministry of Home Affairs (MOHA) to address the latest updates on work permit regulations. At the conference, Ms. Nguyen Thi Quyen – Deputy Director General of the Department of Employment (MOHA) presented a series of proposed amendments to Decree 152/2020/NĐ-CP, which are expected to result in a 40% reduction in administrative procedures for work permit issuance. In the Q&A session moderated by EuroCham Vice-Chair Mr. Nguyen Hai Minh, participants actively shared practical experiences and suggestions to help government officials understand business perspectives. Official launch of EuroCham Membership E-card and Platform 

The EuroCham team always work to improve our services, and in May, we officially launched our integrated membership platform featuring all membership benefits in one place: 

  • Membership e-card: Green and convenient – members can save the e-card to their mobile devices and use them to access exclusive discounts at any time.  
  • Member directory: Members can easily filter businesses by sectors (Agriculture, Finance, Construction, etc.) and connect with new partners.  
  • Discount partnership web page: All exclusive offers for EuroCham members can now be filtered by category, allowing our members to browse and choose the offer they want.

Welcoming Lithuanian Delegation, VNeID for foreign businesses

11-13 Jun: EuroCham Joined Meetings with Lithuanian President and Vice-Minister of Transportation 

On 11-13 June 2025, the President of LithuaniaH.E. Mr. Gitanas Nauseda, paid an official visit to Vietnam, marking a new milestone in the growing friendship and diplomatic relations between the two countries. Throughout this visit, EuroCham was honoured to meet with Lithuania’s Vice-Minister of Transportation and Vice Minister of Agriculture and attend the Lithuanian – Vietnam Business Forum. We also collaborated with the Lithuanian Embassy based in Singapore to organise a series of high-level meetings with the President’s delegation. Vice-Chair Minh Nguyen, Executive Director Delphine Rousselet, and Head of Ha Noi Office cum External Relations Manager Van Nguyen represented EuroCham throughout these special meetings   

25 Jun: Special Webinar to Support Foreign Businesses with VNeID Registration 

Continuing our initiatives to give EuroCham members timely insights on Vietnam’s administrative transformations, on 25 June, EuroCham welcomed nearly 180 members to our webinar titled “Digital Transformation: VNeID for Businesses in Vietnam”. EuroCham Chairman Bruno Jaspaert highlighted that despite initial hurdles faced by foreign businesses, updates to Decree 69/2024/NĐ-CP concerning electronic identification registration for businesses mark a positive step towards streamlined access to government services. EuroCham Vice-Chair Minh Nguyen and Head of Hanoi Office cum External Relations Manager Van Nguyen also guided our members through technical steps to register businesses on VNeID, advocacy actions taken by EuroCham, and what foreign enterprises operating in Vietnam can do amid regulatory uncertainty.

Provincial Merger Webinar, Meeting with Hai Phong city leaders

15 Jul: EuroCham Chairman Spoke at the Hai Phong Investment Promotion Conference 2025 and Engaged in High-Level Discussions with Hai Phong City’s Leaders 

On 15 July 2025, EuroCham Chairman Bruno Jaspaert spoke at the Hai Phong Investment Promotion Conference, a flagship event of the 3rd APEC Business Advisory Council Meeting, attended by over 1,000 delegates, including President of Vietnam H.E. Mr. Luong Cuong, Vice Chairman of the National Assembly Mr. Nguyen Duc Hai, and senior representatives from ministries and embassies. In his speech, Chairman Jaspaert applauded Hai Phong’s proactive and dynamic approach to investment attraction and encouraged the city to pair its strong business incentives and innovation with sustainability and liveability — essential factors in attracting high-quality foreign direct investment.   

Earlier that day, EuroCham Chairman also joined a high-level closed-door meeting with Chairman of Hai Phong People’s Committee Mr. Le Ngoc Chau, alongside Ambassador of Belgium H.E. Mr. Karl Hendrik Margareta Van Den Bossche, and Ambassador of Singapore H.E. Mr. Jaya Ratnam. Chairman Le Ngoc Chau commended EuroCham for its pivotal role in fostering Hai Phong’s stable 10% annual GDPR growth, noting the Chamber’s tireless advocacy and efforts to bridge quality FDI projects into the region and Vietnam at large. In recognition of these contributions, EuroCham received a token of appreciation from the Hai Phong leadership. Read more HERE.

24 Jul: Vietnam’s Provincial Merging: Key Implications for Business and Growth 

On 24 July, EuroCham Vietnam hosted a special webinar on “Vietnam’s Provincial Merging: Key Implications for Business and Growth” to provide members with the latest developments and recommendations to help businesses navigate the administrative restructuring. Mr. Nguyen Quang Hieu, Corporate Affairs Director of De Heus Vietnam and Mr. Nguyen Thanh Phuc, Public & Government Affairs Director of Heineken Vietnam provided important insights on the merger’s effects on businesses and recommended adjustments businesses could take. Our timely briefings reflect EuroCham Vietnam’s commitment to help our members stay ahead of regulatory changes to adapt and thrive amid a changing business landscape.

EVFTA Turns Five!

EVFTA Turns Five: Nearly $300 Billion in Trade and Growing  

In August, we celebrated the fifth anniversary of the EU–Vietnam Free Trade Agreement (EVFTA) coming into force. Over five years, the EVFTA has catalysed nearly USD 300 billion in two-way trade, positioning Vietnam as the EU’s leading trading partner in ASEAN and its 16th largest globally.  

Amid rising global tensions and trade fragmentation, the Agreement stands as a powerful example of inclusive, rules-based cooperation grounded in shared values, sustainability, and long-term strategic alignment.  

From the earliest negotiations, EuroCham has worked alongside the EU and the Government of Vietnam to advance an ambitious yet practical framework. Today, EuroCham continues to champion the EVFTA by promoting fair trade, enabling business growth, shaping forward-looking policies, and connecting stakeholders across Europe and Vietnam.

Meeting with EU Commissioner for Trade & Economic Security

26 Sep: Strategic Roundtable with EU Commissioner for Trade and Economic Security   

On 26 September in Hanoi, EuroCham welcomed H.E. Mr. Maroš Šefčovič, EU Commissioner for Trade and Economic Security, for a high-level strategic roundtable to kick start his mission in Vietnam.  

The session brought together senior officials from Brussels, the EU Delegation led by EU Ambassador H.E. Mr. Julien Guerrier, and European business leaders led by EuroCham Chairman Mr. Bruno Jaspaert. Leading European companies – including B. Braun, Bosch, CMA CGM, EDPR, Ericsson, and Thales – shared practical insights from the ground. 

EuroCham also presented our Whitebook 2025 and latest Business Confidence Index (BCI), ensuring European business priorities directly informed the Commissioner’s high-level engagements with senior Vietnamese leaders and strengthened EU-Vietnam economic engagements. Read more HERE

30 Oct: Celebrating Business Excellence at EuroCham Gala Dinner & Business Awards 2025 

On 30 October 2025, EuroCham Vietnam hosted our annual Gala Dinner & Business Awards 2025, gathering government partners, international investors, and business leaders. This year’s event embraced the theme “Wings of Change,” symbolising the courage and transformation required for progress. The 2025 EuroCham Business Awards introduced a new format, with two award tiers in every category – one for large enterprises (LEs) and another for small and medium-sized enterprises (SMEs) – recognising that businesses of all sizes form the backbone of Vietnam’s resilient economy. 25 & 30 Oct: Strengthening Provincial Connection with the Ho Chi Minh City and Hai Phong City Leaders 

In October, EuroCham Vietnam continued to strengthen its engagement with provincial authorities through high-level meetings with the People’s Committees of Hai Phong and Ho Chi Minh City. On 25 October, EuroCham leaders met with the Standing Vice Chairman of the Hai Phong People’s Committee Le Anh Quan and city departments to discuss investment opportunities, the city’s rapid socio-economic development, and preferential policies linked to the upcoming Free Trade Zone. On 30 October, EuroCham participated in the annual dialogue hosted by Chairman of the HCMC People’s Committee Nguyen Van Duoc, contributing business perspectives on investment facilitation, transparency, urban development, and climate resilience. These engagements reaffirm EuroCham’s commitment supporting sustainable local development across Vietnam. 

30 Oct: The European Parliament’s IMCO Delegation meets EuroCham Vietnam 

On 30 October, EuroCham Vietnam welcomed a high-level delegation from the European Parliament’s Internal Market and Consumer Protection (IMCO) Committee, led by Ms. Anna Cavazzini, Chair of IMCO, together with representatives from the EU Delegation to Vietnam. The discussion focused on strengthening EU–Vietnam cooperation in sustainable trade, digital transformation, and green growth. EuroCham Vice-Chair Jean-Jacques Bouflet underlined Vietnam’s strong commitment to achieving net-zero emissions by 2050, its growing role in global supply chains, and the need to align regulatory frameworks to foster competitiveness and sustainability. The Co-Chairs of EuroCham’s Sector Committee also presented EuroCham’s key advocacy priorities regarding EUDR requirements in agriculture, digital policy framework, and circular economy legislations, among other topics. Customs Dialogue, Vietnam Business Forum, EU ABC Mission, and Green Economy Forum (GEF) 2025

7 Nov: Addressing Business Concerns in Dialogue with Customs Branch II in HCMC 

On 7 November, EuroCham Vietnam, in collaboration with its Transportation & Logistics Sector Committee and Regional Customs Branch II, hosted the “EuroCham Training and Dialogue with Regional Customs Branch II” in Ho Chi Minh City to provide a platform for constructive discussion between customs authority and the European business community. Following the dialogue, EuroCham consolidated members’ inputs into an official letter shared with the Customs Department for further action. 10 Nov: Representing European Businesses’ Voice at Vietnam Business Forum

On 10 November, EuroCham Vietnam attended the Vietnam Business Forum (VBF) 2025 under the theme “Businesses Partnering with the Government for a Green Transition in the Digital Era” in Hanoi. The event welcomed distinguished guests, including H.E. Mr. Pham Minh Chinh – Prime Minister, Mr. Nguyen Van Thang – Minister of Finance, and leaders from the International Finance Corporation and World Bank in Vietnam. 

Representing the European business community, EuroCham Chairman Bruno Jaspaert highlighted key issues impacting investors, including VAT refunds, customs procedures, land use rights, construction permits, and intellectual property protection. He also reaffirmed EuroCham’s commitment to support Vietnam’s green and digital transitions. Read more HERE.

24-27 Nov: EuroCham Joined a High-level Meeting with Prime Minister in Business Mission with EU-ASEAN Business Council 

From 24 to 27 November 2025, EuroCham successfully co-organised a series of high-level meetings between the Vietnamese Government and the EU–ASEAN Business Council (EU ABC) to advance dialogue on sustainable growth, investment, and regulatory cooperation. In our meeting with Prime Minister Pham Minh Chinh, EuroCham Chairman Bruno Jaspaert  congratulated Vietnam for overcoming recent challenges and achieving its growth targets, affirming that European businesses are committed to expanding investment in Vietnam. 27 Nov: Green Economy Forum 2025: Shaping Changes, Building Futures 

After a successful GEFE 2022 & 2024 and GEF 2023, the Green Economy Forum (GEF) 2025 was successfully held in Hanoi on 27 November. Co-organised by EuroCham Vietnam and Vietrade, the GEF is our flagship event, focusing on translating policy to practical solutions for a more sustainable Vietnam. Our Plenary Session brought together distinguished leaders, sharing strategic sustainability insights from Europe, Southeast Asia, and Vietnam. 

Beyond the Plenary, our 9 focused conferences and 3 hands-on workshops unpacked real solutions across clean energy, green finance, sustainable agriculture and manufacturing, digital transformation, urban development, and green skills. EuroCham Community Raised over 80k USD to Support Central Vietnam

As Central Vietnam faced damages from intense rainfall and severe flooding, EuroCham initiated a rapid fund-raising effort, raising over 80,000 USD for the Vietnam’s Fatherland Front to support urgent relief and recovery efforts.

4 & 11 Dec: Festive Cheers at EuroCham Vietnam Christmas Parties 

On 4 and 11 Dec, EuroCham celebrated the holiday season with our Christmas parties in Ho Chi Minh City and Hanoi. We were delighted to welcome over 400 guests in both cities, including the Ambassador of the European Union to Vietnam – H.E. Julien Guerrier, representatives from the EU Delegation in Vietnam and EU Diplomatic Corps; and EuroCham’s valued members, partners, and business community. In both cities, our guests enjoyed live music, traditional European cuisine, free-flow refreshments, and an exciting lucky draw. It was a wonderful occasion for the EuroCham community to build new connections and strengthen meaningful ties.
