On Monday 16th November 2023, EuroCham in collaboration with the Ministry of Labour – Invalids and Social Affairs (MOLISA) organized a workshop on “Disseminate Decree 70/2023/ND-CP on work permits” and we welcomed more than 60 participants. In this Workshop, we had a thorough discussion to address concerns regarding the new outstanding points in Decree 70/2023/ND-CP on work permits and difficulties for foreign laborers in obtaining work permits when working in Vietnam.
Ms. Van Nguyen – EuroCham Head of Hanoi Office cum External Relation Manager gave a warm welcome to all the participants. After that, Mr. Minh Nguyen – EuroCham Vice Chairman delivered an opening speech by thanking all the participants, thank to the 2 sponsors of the event: Talentnet and Mazars and especially thanks to Mr. Vu Trong Binh – Director General of the Department of Employment, MOLISA, Ms. Nguyen Thi Quyen – Deputy Director General of the Department of Employment, MOLISA, Department of Labor, Invalids and Social Affairs (DOLISA) Ha Nam and DOLISA Thai Nguyen for their attendance.
After the opening speech by Mr. Minh Nguyen, Mr. Vu Trong Binh – Director General of the Department of Employment, MOLISA gave a speech. He expressed key assessments on the new points and significance of Decree 70/2023/ND-CP in the efforts to simplify the procedures for attaining work permits for foreign workers. From his viewpoint, this Decree can act as a facilitation factor to attract new foreign investors as well as skillful labor forces into Viet Nam.
Following Mr. Vu Trong Binh’s speech, Mr. William Badger – Co-Chair of the EuroCham HR & Training Sector Committee had a brief speech regarding this topic. Then Ms. Nguyen Thi Quyen – Deputy Director General of the Department of Employment, MOLISA had a noteworthy presentation on pointing out all new key changes in Decree 70 with a comprehensive parallel compassion with Decree No. 152/2020/ND-CP. The major changes include articles on regulating people foreign workers working in Vietnam as well as the procedures for recruiting and managing Vietnamese workers working for foreign organizations and individuals in Vietnam.
During the Q&A Sessions moderated by Mr. Minh Nguyen, Mr. Vu Trong Binh and Ms. Nguyen Thi Quyen received a lot of questions from the participants on concerns and challenges in fully comprehending and abiding by Decree 70. We already had a lively and open discussion on this topic.
