EuroCham Vietnam took part in the 2025 Dialogue between Ho Chi Minh City Leaders and the foreign-invested business community – an annual platform to discuss policy directions and deepen cooperation between the city and international enterprises.
Representing EuroCham Vietnam were Mr. Erick Contreras, Vice Chairman; Ms. Loan Pham, Board Member; Mr. Alain Cany, Advisory Board Chairman; Ms. Delphine Rousselet, Executive Director; and Ms. Van Nguyen, Head of Hanoi Office cum External Relations Manager.


Chaired by H.E. Mr. Nguyen Van Duoc, Chairman of the HCMC People’s Committee, the meeting gathered leaders from key city departments, the HCMC Institute for Development Studies, and representatives from business associations to exchange perspectives on investment facilitation and urban development priorities.
In his remarks, Vice Chair Erick described Ho Chi Minh City as a “dynamic megacity” and Vietnam’s economic powerhouse, noting that it attracted USD 4.8 billion in registered FDI in the first nine months of 2025, which is 16.8% of national FDI and nearly half of all new projects. He also highlighted EuroCham’s latest Business Confidence Index (BCI) score of 66.5 points, the highest in three years, reflecting strong investor optimism toward the city’s growth trajectory.
EuroCham encouraged further reforms to strengthen transparency, streamline customs and immigration procedures, and enhance predictability for investors. We also expressed support for Ho Chi Minh City’s ongoing public transport initiatives and proposed exploring Europe’s “sponge city” model to improve climate resilience and flood management – topics which will be further discussed at the Green Economy Forum 2025 (GEF 2025) in Hanoi on 27 November.
