On 31 July, the fifth meeting of the Advisory Council and Taskforce on Administrative Procedures Reform took place at the Government Office Headquarters in Hanoi, with leaders convening to review the progress of the first half of the year and set the agenda for the remainder of 2024.
The Advisory Council, consisting of experts and stakeholders from business and industry associations, focuses on providing strategic guidance and recommendations for reform initiatives. Its role is to assess the broader impact of administrative changes and ensure they align with the needs of businesses and citizens.
On the other hand, the Taskforce is primarily responsible for the hands-on implementation and monitoring of these reforms. It includes representatives from various ministries and government agencies.
Deputy Prime Minister Tran Luu Quang led the meeting, bringing together representatives from various ministries, such as the Ministry of Defense; Ministry of Foreign Affairs; Ministry of Information and Communications; Ministry of Education and Training; Ministry of Health; Ministry of Culture, Sports, and Tourism; State Bank of Vietnam; and the Government Inspectorate.
During the session, reports from localities, businesses, industry associations, and ministries underscored the progress made and the challenges that remain.
The Deputy PM stressed the urgency of adopting more decisive measures and enhancing collaboration in administrative reform efforts. He highlighted the progress made in the first half of 2024, such as the decentralisation and digitalisation of administrative procedures, better responsiveness to feedback from businesses and citizens, and advancements in legal reform.
However, he also pointed out the subpar performance of certain ministries and agencies and noted weaknesses in their coordination with each other and with local governments. Consequently, he directed relevant ministries to resolve feedback from provinces by 15 August and to address comments from ACAPR members by 30 August.
