On 11 December, the EuroCham Construction Sector Committee (CSC) and the Saigon Construction & Building Material Association (SACA) will sign a Memorandum of Understanding (MoU) to strengthen cooperation and advance sustainable construction practices in Vietnam. This partnership is set to drive collaborative initiatives, share expertise, and address key challenges in the industry, supporting Vietnam’s growth and urban development.
In the light of that, join EuroCham and its Construction Sector Committee for an insightful Breakfast Talk on The Rise of Social Housing in Vietnam! This session will explore trends and the demand for affordable housing, with a focus on whether it could be a valuable addition to new developments. We will also look at Singapore’s Housing & Development Board (HDB) as a case study, showcasing a proven social housing model in place since the 1960s. Don’t miss this chance to learn and discuss valuable insights on social housing and its potential for Vietnam!

Freek JansenBranch Manager Southeast Asia at Dewan Architects
Freek Jansen is Branch Manager of Dewan Architects + Engineers for the Vietnam Studio and in charge of the Southeast Asian region. He holds a master’s degree in architecture from Technical University in Delft, Netherlands and has more than 10 years of experience in the Southeast Asia market in general.
With his extensive skills, knowledge, accumulated experiences and as Branch Manager, Freek Jansen has his role in developing and managing the team to bring constant quality to all Clients, as well as combining his international knowledge and local culture to strengthen the quality offerings.
Over the course of his career, Freek has overseen projects in various regions in Southeast Asia and his portfolio includes a diverse range of projects, with a notable knowledge in hospitality. -
Mirko FeldkampSenior Center of Competence Precast Technologies at Rieckermann
Mr. Mirko Feldkamp is a professional with over 40 years of experience in design and execution of precast plants and machinery across many countries and regions. His extensive practical background in mechanical and construction engineering, combined with a robust education, positions him as a stalwart in the field. With a profound understanding of precast concrete structures, ranging from simple villa designs to complex industrial, residential, and commercial buildings, Mr. Mirko has left an indelible mark. His involvement in over 150 precast concrete facilities worldwide underscores his commitment, contributing from the initial project planning and execution to the successful installation and operation of the first precast concrete components.

Bernard LowGeneral Director of Surbana Jurong Pte Ltd (Vietnam)
20 years of experience in built environment industry covering a range of building typologies across Southeast Asia, the Middle East and China.
Grounded in public housing design in Singapore, the fundamental principles that were learned provided a platform to apply building design solutions that universally appealed to different project typologies in different regions with various clients.
Conceptual design and strategic direction enable the engagement of clients to deliver a creative yet practical solution in pursuit of creating a balanced design strategy for a variety of building typologies and building complexities.
Public Housing is a building typology that is often overlooked but has the potential to affect change economically and socially for the general population. It addresses the fundamentals of living – a ‘roof over your head’; of clean sanitation; and of safety and security for the average citizen. It is a social responsibility of the building industry professionals to provide such facilities to people regardless of wealth, social status or age. Everyone deserves to live in a home. -
Vu Linh QuangVice Head of SACA Sustainable Development Sector
Vu Linh Quang has over 15 years of experience in design, research, and training within the field of green building consultancy in Vietnam. He possesses extensive empirical knowledge and practical expertise, complemented by his educational background in New Zealand (the University of Auckland), Australia (the University of Melbourne), where he focused on sustainable design and green practices, and BIM technology in Denmark (the University College of Northern Denmark). His notable projects include the City Planning Exhibition Center, Landmark 81, Lancaster Luminaire, Starlake Urban Complex, and Lotte Eco Smart City.
Since 2008, Linh Quang has actively participated in initiatives to promote sustainability in construction and raise public awareness of green building practices. He believes that green building is crucial for sustainable development and strive to see an increased adoption of these green design principles in Vietnam, aiming to transform urban environments and enhance quality of life through sustainable architecture.
Linh Quang currently serves as the Managing Director of ARDOR Green, a leading green building consultancy firm in Vietnam. Additionally, he is a member of the Board of Directors of the Vietnam Green Building Council, Vice President of the Ho Chi Minh City Green Architecture Club, and a committee member of both the IBPSA (International Building Performance Simulation Association) Vietnam and the SACA (Saigon Association of Construction & Building Materials). -
Matteo MascaroHead of Design Management at Bitexco JSC
Matteo Mascaro, born in Genoa in 1981, obtained his secondary school diploma in Building Engineer surveying before earning his Master`s Degree in Architecture from Genoa in 2006. Following his academic pursuits, he achieved the O.A.P.C.C. qualification and WSM certification.
Throughout his career, he has garnered extensive experience across Europe, Australia and Asia demonstrating exceptional leadership and management skills in international real estate and design firms.
His portfolio boasts successful project deliveries worldwide, showcasing his prowess in architecture.
With multiple international award-winning design to his credit, Matteo Mascaro now serves as the Head of Design Management at Bitexco Group since 2021, leveraging his experience in Architecture, Interior, landscape, and Construction alongside his management, strategic and tech. proficiency in all facets of design and construction.
