In the context of Vietnam’s gradual implementation of a controlled capital account liberalization roadmap for selected capital transactions applicable to members of the Vietnam International Financial Centre (VIFC), through policies on foreign exchange transactions and banking activities under Resolution No. 222/2025/QH15, EuroCham Vietnam, in collaboration with Deloitte Vietnam, plans to organize a Business Networking Event under the theme: “IFC – Capital Account Liberalization: IMF Institutional View & Implications for Vietnam“.
• Topic 1: An update for the European business community on the preparations for the operational launch of VIFC – Ho Chi Minh City, including the Centre’s operating framework, membership registration mechanisms, and short-, medium-, and long-term implementation plans.
• Topic 2: An overview of the capital account liberalization roadmap through foreign exchange and banking policies under Resolution No. 222/2025/QH15, together with a presentation of the IMF’s Institutional View and policy recommendations for Viet Nam.
• Open Discussion: Market participants’ perspectives on the role of VIFC and the attractiveness of foreign exchange control relaxation policies under Resolution 222.

Bui Van TrinhAudit & Assurance Partner of Deloitte VietnamMr. Trinh Bui is currently an Audit & Assurance Partner in Deloitte Vietnam with 23 years of professional experience in audit and advisory services. As a Partner leading Accounting & Reporting Advisory and Transaction Accounting Support, Trinh has also involved in consulting and providing advisory service to various large-scale enterprises in, IPO Readiness, Business Process Optimization, IFRS conversion project, digital transformation (for accounting and reporting function), inspection – establishment of procedures and internal control system relevant to financial statement accounting, and accounting advisory in post-acquisition and merger.
Mr. Trinh is currently pursuing a Master’s degree in Public Policy at the Fulbright School of Public Policy and Management (FSPPM). At FSPPM, he is conducting research on several policy areas, with a particular focus right now on capital account liberalization at Vietnam – International Financial Center (VIFC).
