Open Letter from Minster, Chairman of Office of the Government to individuals, organisations and business community on using National Public Service Portal

On December 9th, the Prime Minister of the Government launched a National Public Service Portal with the desire to create an "essential, continuous and effective” online connection between the government with its people and the businesses. The portal acts as the focal point for providing information, supporting the implementation of online public services as well as receiving feedbacks and recommendations related to administrative procedures in all sectors and all localities.

Initially, the National Portal focuses on 8 public services, in which people can perform 5 services: (1) change driver's license, (2) issue international driving license, (3) issue electricity supply from low voltage grids, (4) issue electricity supply from medium voltage grids, (5) reissue health insurance cards. Businesses can perform 6 services on the portal: (1) announce promotional activities, (2) register promotional activities, (3) issue electricity supply from low voltage grids, (4) issue electricity supply from medium voltage grids, (5) reissue health insurance cards due to damage or loss, (6) issue certificates of origin of goods (19 administrative procedures). In the first quarter of 2020, 15 public services will be added to the Portal, which link directly to people’s and businesses’ daily activities and followed by many other services approved by the Prime Minister in the coming time.

To make the National Public Service Portal operate effectively, it is necessary to have a joint effort from not only the public service suppliers but also from the citizens, business communities – the main beneficiaries using the portal.

I write this letter to call for each individual and business to create an account and use the National Public Service Portal – the major channel of communication with public administrations and public service providers – to enjoy the rights, benefits and facilities provided by the Portal. We acknowledge all of your comments, and together with line ministries and government bodies, we will improve the National Public Service Portal system to better serve the people and businesses.
