[Sector Committee spotlight] Legal Sector Committee (LSC)

As a part of the mission to capture and address the most pressing legal and compliance issues facing the European investment community in Vietnam, the EuroCham Legal Sector Committee (LSC) has assumed an unofficial ‘general counsel’ role within the organization. Composed of attorneys and other seasoned legal professionals  with backgrounds in both private practice and in-house counsel, the LSC’s experts have a special understanding for European companies legal issues while doing business in Vietnam. The LSC prioritizes addressing such concerns and monitoring domestic legislative developments on a provincial and central level on behalf of EuroCham. At regular intervals, the LSC provides commentary on new draft laws in the National Assembly’s regulatory pipeline. Through its multifaceted engagement, it also opines on current economic and foreign investment matters in Vietnam and contributes to EuroCham’s advocacy efforts.

In the first half of 2023, the LSC has been an active advocate voicing  clear opinions on  hot topics affecting Vietnam’s foreign investment environment. This included – inter alia – detailed commentary on the new draft Law on Land, Vietnam’s new data protection regulations, new environmental laws, updates on electronic signatures, and regulations on foreign loans. LSC representatives have also contributed expert insights in several interviews with Vietnamese state media on behalf of EuroCham. From the LSC’s perspective, the most relevant topics in the first months of 2023 have been the procedure for issuance of work permits for foreigners, updates to immigration and visa regulations, concerns about domestic manufacturing and the labor market, the issuance of the new National Power Development Plan VIII, and ongoing difficulties with the implementation of the EU-Vietnam Free Trade Agreement (EVFTA). Towards the second half of 2023, the LSC remains strongly engaged in promoting the ease of doing business in Vietnam and supporting the European investment community from a legal and compliance perspective.
