On 17 January, the EuroCham Construction Sector Committee met with Deputy Minister of Construction Bui Xuan Dung and representatives of the Ministry of Construction’s (MOC) Department of International Cooperation; Department of Science, Technology and Environment; and Department of Construction Management. 

 

The purpose of the dialogue was to strengthen public-private collaboration. The session saw representatives coming together to discuss issues like national fire safety regulations and FIDIC contracting standards. 

EuroCham was represented by:

• Vice-Chairman Jean-Jacques Bouflet, 
• EuroCham Construction Sector Committee Chairman Michel Cassagnes, 
• Construction Sector Committee member Jacobo Perez Polaino, 
• Vice-Chairwoman of the EuroCham Green Growth Sector Committee Betty Pallard, and 
• Head of our Hanoi Office cum External Relations Manager Van Nguyen. 

The meeting included a discussion of our advocacy efforts, particularly addressing business challenges posed by the new National Technical Regulations on Firefighting (QCVN). The Construction Sector Committee also shared additional recommendations mentioned in our Whitebook 2024. 

The MOC expressed its commitment to enhancing the QCVN’s quality and practicality by incorporating practical experience and international best practices, including insights from our members. 

The Construction Sector Committee also proposed collaborating and sharing experiences to align FIDIC contracts with international standards, to which the MOC expressed interest.

The MOC was invited to participate in a major construction industry event in May organized by the Construction Sector Committee. Mr. Dung assigned the Department of International Cooperation to collaborate with the Construction SC for the successful execution of this upcoming event. 

Both parties mutually agreed to intensify cooperation in policy-making and information exchange. Through alignment of goals to elevate quality, sustainability, and safety across Vietnam’s rapidly growing construction sector, this dialogue launched an actionable public-private partnership to drive progress.
